President of the ASCA. He first came into the limelight for creating a groundbreaking android prototype, but after difficulties and legal battles, he became the biggest proponents of anti-droid legislation and desires to undo what he believes to be the damage he created.

The cruelty of Samuel's ideology is softened by his polite exterior and patient behavior. He's noted to be charming in conversation but equal parts inexplicably offputting.

He's open about his life as a single father, and will take any opportunity to brag about his child. The love he expresses is the one part of him that comes across as genuine amidst all the proper manners and false humility.
